What is the main difference between "High-Spec Industrial Building" vs. "Commercial Office Building"

High-Spec Industrial Buildings are designed for clean and light industrial activities like high-tech production, R&D, Data Science, Software development, E-business, etc and is often with enhanced infrastructure (e.g., higher ceiling, heavier floor loading, higher power capacity). They can be found at city-fringe (Kallang, Bendeemer) and suburban areas (e.g., Tai Seng, Serangoon, Kaki Bukit, etc). Ancillary office use is limited to only 40% in Industrial Building vs 100% in Commercial Office building.

Commercial Office Buildings are primarily for administrative, professional, and mostly used for client-facing requirement. Typically they are located in central business districts (Marina Bay,  Raffles, Robinson area) or prime commercial zones outside CBD e.g., China Town, Novena, Alexandra, etc.

The choice depends on your business needs, budget, and operational requirements. While industrial office rental offer cost efficiency and functional flexibility, commercial office provides prestige and full administrative use. 

No you can’t. 100% usage of the space for administrative office is not allowed in industrial building due to URA 60:40 Rule. There must be a minimum 60% of pre-dominant industrial usage such as R&D, product development, assembly, testing and quality control, etc. You can use the remaining 40% of the space to do ancillary works such as meeting room,  office, and ancillary display.

The URA mandates that at least 60% of a industrial building’s gross floor area (GFA) must be used for core industrial activities (e.g., manufacturing, R&D, logistics). Only up to 40% can be allocated to ancillary uses (e.g., offices, showrooms, pantries). You will not be able to use 100% of the space for office purpose unlike in Commercial Office building. This ensures industrial spaces remain primarily for production, and not commercial activities. Using 100% of the space for administrative office work violates regulations and risks penalties. High-Spec Industrial Office for rent are generally cheaper in the range of S$4.00 – 6.00 psf in city-fringe area such as Bendeemer, Kallang, Tai Seng. Older buildings at the suburban area such as Techpoint @ AMK or Pacific Tech Centre at Bukit Merah can even go lower than $4.00 psf. For more basic industrial buildings under B1 and B2 zones, the typical rental ranges from S$1.70 – 2.50 psf.

Commercial Office for rent typically command S$7.00 –10.00 psf outside CBD area and S$11.00 – 14.00 psf in CBD area.
